    Start in local colleges and highschools. Put posters up looking for bands and leave an email or callback number. This way you can start auditioning bands to perform. Most music things like this tell the bands to sell a certain number of tickets in order to play. This insures that you will get people to your festival. Also, advertise the HELL out of it online. Go through myspace as a first step then find forums with interests in music in your area and post info about your show.
    Also, search myspace for bands you in your area you would want to play your show. Odds are they WILL because bands these days are always looking for shows.

    First you need a sponsor, then find out addreses, mails etc of some bands, check if they are going to sing in your country
