There is some restrictions at Reading festival over alcohol, but generally they do not pay much attention to it. You are not allowed to take you own alcohol into the main arena, but you can buy it in there (at extremely high prices) They do however throw you out if they catch you with drugs.
Reading fest this year is scheduled for the 28th -30th of August. The tickets have already been on sale earlier on this year (pre sale), but they go on sale again usually around March time. This is when the main line up is announced, but the rumours are pretty strong around this time, and there is a good chance that details would have been leaked.
