You’d probably have to talk to your local council, because you’d need permission to use a large piece of public land, noise pollution etc.
They might have rules about ticketing and security, and if there’s a minimum amount of toilets security etc you need to supply for the number of people expected.
I don’t think there’s a specific website devoted to that sort of thing because usually music festivals are conducted by large companies that know what they’re doing. Perhaps you could email those involved with organising a larger festival to get an idea of what is required etc.
